I was creating them by hand until I discovered Proxy :)

Now, after I added Recording Controller I can do it using Proxy.

What was wrong? I didn't remove host name from the Don't use proxy for these
addresses box :(

You could create one by hand by just putting in the URL and adding the
parameters by hand. I do this a lot to create a bunch of different test
cases for each struts action.
