I've tried it and it simply doesn't work.
I'm using JMeter v. 1.8.
I've tried putting the User Parameter inside the Thread Group and inside the Test Plan--nothing
works.
The value of Name is SERVER, and the value of User_1 is localhost. And I run a Tomcat on my
own computer, so my browser goes to localhost:8080. 
The port number for the HTTP proxy server is set to 8090. 
Recording works fine, but I don't get localhost replaced by ${SERVER}--which is what I expected.
 
Any help out there?
