    Bug 59082 : remove the "TestCompiler.useStaticSet" parameter 

    remove the "TestCompiler.useStaticSet" parameter that was added 3.5 years ago as a way
to revert to a previous behavior if something was wrong.
    The world did not collapse, the parameter is not needed anymore.
    TestCompiler#IS_USE_STATIC_SET was kept for compatibility. it will be removed in the next
version.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/benbenw/jmeter staticset

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/jmeter/pull/143.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
