Oh! Well, that explains it.

http://jena.sourceforge.net/IO/iohowto.html lists Turtle last, and the
following sentence is what led me to comprehensive confusion:

The Turtle writer is the N3 writer configured with:
usePropertySymbols=false, useTripleQuotedStrings=false,
useDoubles=false.

since none of those seemed likely to turn off '='.
