This should return the original text but instead leaves it QP encoded:

DecoderUtil.decodeEncodedWords(EncoderUtil.encodeEncodedWord("привет", Usage.WORD_ENTITY,
0, null, Encoding.Q));

The problem appears to be that the encoding of =?UTF-8?Q?=D0=BF=D1=80=D0=B8=D0=B2=D0=B5=D1=82?=
has a ?= immediately after the =?UTF-8?Q
