No, there is no documentation that tells you which release covers which 
Will add this info to the README for each release.

jakarta-watchdog: trails Tomcat-3.2 / J2EE1.2 release and supports JSP1.1 and 
Servlet2.2 specification

jakarta-watchdog-4.0 trails Tomcat-4.0 / J2EE1.3 release and supports JSP1.2 and 
Servlet2.3 specification.
