IIRC, this refers to the actual XML document content, not to the URL. 
I.e. you should be able to do:

<x:parse var="xml">
  <?xml version="1.0"?> // not sure about the decl
  <document>
    ..
  </document>
</x:parse>

and also:

<x:parse var="xml">
  <c:import url="content/document.xml"/>
</x:parse>
