What about using a subset of SVG to render the images? Image links could
pass the SVG XML to the image servlet via the query string like so:

<jakarta:image width="100" height=100>
    [SVG markup]
</jakarta:image>

would render:

<img src="imageServlet?content=[URL encoded SVG markup]" width="100"
height="100">
