  Modified:    bugs     index.htsrc
  Announces Nick's BugRat system.
  Recommends bugs be submitted to both BugRat and the appropriate
  developer mailing list, just in case.
  I won't make it live on the site until Nick finishes upgrading the
  znutar hardware (should only be another day or so).
