This is not a bug. You need to use one more escape:

  public static final void main(String args[]) {
    Perl5Util perl = new Perl5Util();
    String input = "foo\\nbar\\nbaz\\n";

    System.out.print(perl.substitute("s/\\\\n/\n/g", input));
    System.out.flush();
  }

Please follow the instructions at http://jakarta.apache.org/oro/bugs.html
before reporting a bug.  It is a lot less time consuming to answer an email
to correct user error than it is to invalidate and close invalid bugs.  The
bug tracking system is for feature requests and real bugs.  It is not an
excuse to bypass the user support system (i.e., the oro-user mailing list).
