Your question is unclear.  The lateral cache does not
propagate on a schedule.  Elements are sent to other
laterals when they are added to a region.  They are
internally queued, of course, but they are processed
as soon as possible.  

The UDP discovery mechanism broadcasts every 30
seconds.  It simply tells other caches that might be
listening that it exists and its location.  That's
all.  It's simply a discovery mechanism.  It is not a
data transmission mechanism.  The discovery broadcast
interval is not exposed as a configuration option.
