Let me answer this question by my self, Hope this
helps some people.

1. I put the required jar files under c:\mylib

2. I define environment variable JBOSS_CLASSPATH as
C:\mylib\jcs-1.2.6.5.jar;C:\mylib\commons-collections-3.1.jar;C:\mylib\commons-lang.jar;C:\mylib\concurrent.jar;C:\mylib\

3. I put the cache.ccf under c:\mylib.

By this way, the JBoss found all the required classes
