I can run tests and get the report file fine. I just want to tweak the
contents of the file to contain the stylesheet.

This works form me.

	<target name="report">
	       <junitreport todir="${cactus.report.html}/" >
	       <fileset dir="${cactus.report}" includes="TEST-*.xml"/>
	       <report todir="${cactus.report.html}/" format="frames"/>

In cactus.report.html dir you will get html version of report.
