Fix your CLASSPATH problem. You have not placed the Commons Collections 
library in your server's nor your application's classpath.

My recommendation: create a separate web app to run your Cactus tests, 
if you haven't already. Put commons-collections.jar in your test web 
app's WEB-INF/lib directory. Done.
