Subject 'connection refused' with cactus eclipse plugin

after trying to run cactus eclipse plugin's 'test as CactusTest' - I get a
'connection refused' failure in junit, since this is probably to broad a
question, could someone please answer these questions:

1. cactus eclipse plugin - does it start up it's own server or does it
require a running instance of tomcat?
2. if 'jetty' is clicked, does it mean there's no need for tomcat?
3. the context you specify in preferences, does it need to be setup or does
the plugin do it?
