I am using cactus servlet test runner.

In my testcase after junit.framework.Assert.fail() other
Code is there. I want that after fail that piece of code
Will also be executed.

In order to help you I need to know what Cactus front end you are using:
- Ant <junit> task?
- Cactus <cactus> task?
- Cactus plugin for Maven?
- other?

If I understood correctly, you would like your build not to fail if a
cactus test fails, right?
