It depends which version of Cactus you're running... :-)

For Cactus 1.4.1 it was in
org.apache.cactus.server.AbstractHttpServletRequestWrapper if I recall
correctly. It is now in
org.apache.cactus.server.wrapper.AbstractHttpServletRequestWrapper.
