After asking infra, my understanding is that current thinking is that the use of jira groups
is not recommended; instead, roles should be sufficient. 

IIUC, with roles, users can be granted administration privileges for the project, not for
the entire jira installation. So users with appropriate privileges should be able to edit
the project, add releases, assign roles to users, edit issues, etc. I haven't tried this myself
since I'm a jira-admin...
