The section in the final draft looks very good, especially the portion
that leaves the 'workflow' portion of the LM open to various
implementations.  Now, just need to wait for a reference implementation
of JSR-283 w/ an example to avoid all ambiguity :0)

I know close to nothing about this topic, but have you looked at the
Lifecycle Management support of the upcoming JCR 2.0 specification
(section 18 in JSR-283 final draft [1])?
