Labs are meant for existing ASF committers, so growing a community there is not really possible if you mean to include people who are not ASF committers yet. An existing ASF project, or incubating a new one (it's really not hard, especially if you're starting from ASF codebases) is probably a better way of building a community around this WebDAV client project. -Bertrand
