In addition to the limit on the number of elements in the queue, there is now also a default
32 MB limit on the memory.

> The persistent cache has an async write mode enabled by default and the write queue is
maintained by the CacheActionDispatcher. The queue has a fixed size of 16'384 and is not memory
bound. It may happen that the queue retains a lot of memory (multiple GB of heap) when the
pending write actions reference big cache values and cause OOME.
