Subject [RESULT] [VOTE] Release Apache Jackrabbit Oak 0.13

The vote passes as follows:

+1 Alex Parvulescu
+1 Jukka Zitting
+1 Michael Dürig

-0 from Marcel Reutegger, but as he did not object to Jukka's suggestion to
go forward, I'll continue the release.
