Subject Misleading test execution behaviour for unimplemented logic

While trying to debug some UserManager issue I tried to run the
org.apache.jackrabbit.oak.jcr.security.user.UserImplTest#testIsAdmin. At
first instance test passed successfully. However the test case should have
failed as per existing implementation. On debugging it was found that
org.apache.jackrabbit.oak.jcr.security.user.AbstractUserTest#getUserManager
was converting the exception to NotExecutableException which is silently
ignored by AbstractJCRTest fwk

It would be helpful if a testcase is ignored then atleast an info level
message is logged. Currently the JR test fwk logs a message at debug level
which on default setup is not visible. Setting system property "todo" to
"log" then eventually allowed UserManager related code to execute and thus
test to fail.
