"{" and "}" have always been legal characters in JCR names.

JCR 2.0 extended the name syntax to allow the "Clark" notation "{namespace}name", and this
was only possible by requiring that "namespace" is an actual absolute URI (containing a colon).

In other words, expanded names do not work when people use non-URI namespace names. (hint,
hint... :-)
