Proposed patch adding the new API.

To access the DataStore item by its ID I converted one method from InternalValue from package
private to public since the InternvalValue.create(DataStore, String) method cannot be used:
The getContentIdentifier method does not return the store prefix required by the create(DataStore,
String) method. Also the create method does not validate the existence of a data store entry
for the provided identifier.
