Patch providing the the createGroup(String) method:

  * UserManager API extension
  * UserManagerImpl implementation in jackrabbit-core
  * Unit-Tests ensuring proper work
       - ensure group with exact ID is created
       - ensure groupd cannot be created (with expected Exception) if a User or Group with
that ID already exists
