What if "{}foo" ?=20

Expanded form allows Namespace to be either Empty string or uri. So "{}foo"=
 can also be expanded name with empty ns (=C2=A73.2.5.1,  =C2=A73.2.1) and =
can be qualified name with empty ns prefix (=C2=A73.2.5.2).
