I would consider that a blocker for this issue unless we come up with some other way to prevent
potential data loss in the multi-repository case.

IMHO the shutdown operation should only be available to someone who can also start the repository.
The ManagedRepository idea makes this possible, it could have both a startup() and a shutdown()
method for controlling the full lifecycle of the repository. But then the ManagedRepository
reference can not be something that you only can get to through an already running repository!

But that's another discussion...
