Yes, to ensures the blob is not fully loaded in memory

Of course it makes sense to scale them down to make them runnable. A test case with a 50 KB
blob goes through quite a lot of code, code that would otherwise not be tested. A test that
uses different blob sizes (0, 1, 10, 100,... 1 GB) is better than one that just tests one
case (1 GB).
