The JCR jar was recently dropped from the war because of JCR-957.

The recommended approach is to make jcr-1.0.jar available in the shared classpath of your
servlet container so that you can make a single repository available to multiple webapps.
If you're only interested in using a repository in embedded mode within a single webapp, then
you can also place the jar inside WEB-INF/lib of that webapp.

I guess we need to make a prominent entry about this change in the 1.4 release notes...
