according to spec any level-2 compliant implementation is free to throw a NamespaceException
if it doesn't support to unregister namespaces:

7.2 Adding and Deleting Namespaces
An implementation may prevent the unregistering of any other namespace for implementation-specific
reasons by throwing a NamespaceException.

IMO it's not worth the effort to support it properly, at least not with the current architecture.
