Is it really that difficult? I can understand that it could be a lot of work trying to find
all references, but the important ones should be more or less easy to find, shouldn't they?

Item names are by definition QNames so can be checked.

When property vales are of type NAME the can also be checked.

That only seems to leave references to the namespace in plain text content where it shouldn't
matter if we remove the namespace from the repository (implementations using namespace references
in plain text shouldn't rely on those namespaces being defined in the repository IMO).

Or am I missing some other cases that make this especially difficult?
