I think this JIRA is rather over complicating the changes originally discussed on,
which was simply to add the source and generated content on the same branch (but keep the
source history from master).

We can update the existing asf-site branch ourselves to achieve that. After thats done, we
would then ask infra to change the default branch, and either delete the stale master or enable
us to.

We don't really need an asf.yaml based staging at this point, but can always add it later
if desired.
