Hi,

Didn't find how to re-open INFRA-19085. so re-create one.

We created an empty repo "https://github.com/apache/hadoop-submarine". Initially, it's an
empty repo, we want to move our code with original commits to this new repo.
But accidentally, I pushed a file to the master branch. And now push entire code to the remote
is forbidden. I can only push to a new branch called "trunk".

My question is do we have a way to delete the current master branch and rename "trunk" to
"master" and protect it from forcibly push? The Hadoop PMC and committer seems doesn't have
permission to do this.
