loggy.py currently creates a loggy-indices logtype if the instance thinks that the index for
the day needs creating.

However, the code does not check whether the instance managed to create the index. If several
instance happen to log at the same time there can be multiple copies of the logtype. For example,
there were 4 on Sep 12 2019.

If the intention is to only log the entry once, then the code needs to check whether index
creation was successful or not.

Note that the mappings are defined in the instance, so could vary between nodes.

It might be better to record the logtype in every instance when it detects a new index name
(this will result in more than one record when loggy is restarted)
