[~brianf] org.netbeans.plugins is not existing yet and maybe it's impossible to use as it's
belonging to Apache.

We would like to have a "kind of top level" groupid where to publish Apache NetBeans plugins
from outside Apache NetBeans PMC and not necessary under Apache licence.
But we would like Apache NetBeans PMC to have control on who can do populating on the groupid
to avoid people doing wrong things.

for example we have a plugins consisting as a set of artefacts that contains a javacompiler
using GPL Licence. Oracle people do that but we would like to have them as maven artefacts.
