This is open questiond, I've limited understanding on all the picture.

I see 2 cases (license is not only Apache license, could be gpl or anything compatible with
case 1:
Individual doing "not reviewed" plugin can go by themself to the ossrh and use their domain
and publish it
case 2:
Individual creating a plugina, wanting to be on plugin portail of netbeans and storing it
to maven on a groupId that is like 
org.netbeans.plugins.plugina with plugina subgroup given by Apache NetBeans PMC and associated
to individual, to avoid everybody putting mess on org.netbeans.plugins folder central.
