Both JIRA and Confluence can now use LDAP for authentication.

These system also allow non-LDAP logins.

I assume new logins cannot be created if there is already an LDAP person with the same id,
however someone could potentially register an id which is later wanted for an ASF committer.

To avoid this occurring, I suggest that 3rd party login names should not occupy the same namespace.
e.g. insist that such names include characters that are not permitted in LDAP names (_,- \@
etc)
