The unarchived private list is created.

It is a subscribers only may post - all other mails are REJECTED without moderation.

bayard is moderator - a moderator (at least 1) is needed to moderate 'subscription requests'
- nobody can subscribe without approval from a moderator.

I have subbed 'board-private' - however - nobody on that alias can post to the list as they
can not send 'From' that address - so anyone on that list that needs to post should subscribe
and the list mod accept their request.

As for ASF Council, ASF Legal VP and all the others - please have them subscribe manually
using whatever email address suits them/you and have the list mods approve their subscription
request.

If you need more list mods let me know.

once you have added at least one more person, you should test the list works and let me know.
