Actually we might be fine. [~adriancole] I saw you mention this started working on a mail
thread; can you confirm? If yes, I'll go ahead and close this as done (or you can close it
if you can, unsure about permissions here)

Unfortunately pull-requests don't seem to trigger runs (or perhaps rather, repository scans)
on any of the projects. Given that we don't have admin access to the GH repositories, root-causing
this is turning out to be tricky.
suggests we might be missing PR events on the webhook configuration on the GitHub side, and
this sounds reasonable. Could you check, and if it is indeed missing, enable the PR events
on the webhooks pointing to ? (Similarly to INFRA-17471)
