I see.
That was not obvious from the discussion, which seemed to be focussed on bugs and the importance
of not losing attachments if they are hosted externally.

Seems to me there are two separate use cases here:
- bug reporting, for which JIRA should be used
- user screenshots/samples. The dev@ mailing list may or may not be the best place for them.
There are downsides to allowing attachments. Apart from the obvious (malicious attachments)
once posted to the public mailing list it is all but impossible to remove them from the public
record. Something to consider.
