[~markt] I think the scripts are ready for initial testing. I have added confluence notifications
as a watcher on the Tomcat space, but have yet to see any changes.

Tomcat either need to set up a new mailing list (-X), or update an existing list to allow
text/html and image/png content (as a minimum).
In the meantime, posts will go to the temporary infra list.

Note that page creates and deletes don't appear to be sent to watchers.
However blog posts are. (INFRA-18222)
