Are you specifically requesting this for a particular list? If you want to change the behavior
for all private lists, I feel like you'd need to get some consensus on users@infra at the
minimum. I don't necessarily disagree with your reasoning, but it's never really come up as
an issue, so I don't see the need to spend Infra time on it (unless you have a patch readily
available.)
