Apache Arrow participate in the pilot so that we can qualify the MATLAB code already in the
Arrow project.  The integration is free but would require agreement to MathWorks license agreements
[1] [2].  As far as the technical process, our team would contribute the initial setup [3]
and we've already qualified the process on the mathworks fork [4].  We'd also be committing
to any future maintenance to keep the MATLAB jobs running.
