We want Travis only for pull requests, not much traffic,  currently I am seeing max 10 changes/pull
requests per day across the whole set of repositories.

I will evaluate with my PMCs the scripted way.

At the moment I will be happy to enable Travis only over the most active repositories on github,
that is the most repositories which are subject to contributions from non committers (max
Committers in Maven already have a very powerfull Jenkins pipeline.
Our work with travis in fact is in the direction of making contributions easier.
