I am proposing multi-layered approach for the new Dockerfile and I would like to know it caching
is enabled as per
point 8 ?

This might provide much better experience for anyone pulling the image as the apt-get dependencies
will be first (rarely changing) layer, then we have pip dependencies (which will change semi-frequently)
and then the sources layer (which will change with every commit) and I wanted to check that
it will indeed work as I think it should and that subsequent builds will cache previously
built layers if there are no changes to Dockerfile. No to mention heavily decreased build
and pull time.
