After a bit of playing (Jenkins job: aw-explore3), it sort of works?  The big thing is that
I can't get the JQL filter to work at all.  Doing even simple things like 'project = YETUS'
doesn't work.  Without this filter, every JIRA trigger job is going to get every event for
every project.  

The other big bummer is that I can't seem to find the magic settings to just trigger on attachment
upload.  But that's likely my own ignorance... hopefully.  If not, this may be a dead end.

Currently, I'm thinking we may be stuck creating a modified version of precommit-admin that
does what it currently does, but then uses some Jenkins groovy magic to call buildJob() instead
of using the REST API.  That's a lot of cross traffic that shouldn't be necessary though with
webhook support. :(

on the ASF Jenkins instance.  About 3 years ago, it would appear that the Jenkins community
caught up to where the ASF was almost 11 years ago and released a plug-in that has similar
functionality to what precommit-admin does: JIRA Trigger Plugin.  So rather than rework precommit-admin
to support this use case, it's easier to just switch to the plugin.
