Currently we release our code following a manual process which uploads various JAR files to
a staging repo on repository.apache.org; after voting we then release to maven central.

I'd like to extend this process to also create a Docker image, for release on docker hub under
the "apache" user (or whatever constitutes the official location for Apache releases).

This would basically be an image that would assemble the already released artifacts and add
them as a new layer to a standard Tomcat image, then upload the resultant image up to docker
hub.

What's the right way for me to do this?
