In the issue INFRA-16951 we discussed this problem [1].
It was caused by too frequent reads of Maven artifacts from Maven Central.
We agreed with INFRA that the fix is to use our ASF Nexus.
So. I used our remote repo but I found out that some artifacts are missing and the repo cannot
be fully used. Our build tool uses small libraries for testing purposes. Currently we miss
them in ASF Nexus which is a blocker for Maven Surefire and blocker for the fix of INFRA-16951.
If we allow these small libraries, we will have successful build again.
Here is the list of missing artifacts (yet without transitive dependencies):

junit:junit
org.hamcrest:hamcrest-core
org.junit:*
org.mockito:mockito-core
org.testng:testng
pl.pragmatists:JUnitParams
org.assertj:assertj-core
org.apiguardian:apiguardian-api

Please allow SNAPSHOT versions and releases.
I am not sure if Nexus downloads transitive dependencies too. If not, I will add them to the
list after first try.
