I think what we need to know is what percentage less that 100% is ok.

Some UI assets are mostly the same since at Twitter (most of the UI internals, all of the
build and many of the templates have actually changed..) All changes to Zipkin since at twitter
came with a known a disclaimer about licensing. Ex

The PPMC represent a vast majority of the code. Even if the above contributing file was not
"good enough," those who contributed at least 100 lines of code should be possible to track

I had a chat with the current manager at Twitter, Ravi, who is offering to help if his help
is needed. I do want to not cause them burden if it isn't needed as you can imagine re-owning
a 3 year old decision probably will take time. Also, I don't want to have to bother contributors
who made smaller change with paperwork. I suspect that's not required, we just need to figure
out how much overhead is expected and as far as I can tell, the Secretary is who would answer
this given context here.

Do we need to evoke the Secretary then?
